Alley Hot Spots - 1119 Euclid St NW

Alley hot spots  -
Friday, January 9, 20109, doing fairly well here.

Early April, 2009 -
This picture shows a dresser and parts on March 31, 2009 -

On April 7, 2009, dresser is still there with a table added.

A year later - April 20, 2010, a Friday morning before trash pick-up -

Not in containers above but looks sorta orderly - but not from other side -

Ten days later, April 30, 2010, a Friday trash before pick-up -

July 8, 2010, a Thursday, so this probably out early for Friday pick-up -

Flying Under The Radar: Apartment Building Or House? Or Rent-A-Car Lot?

This is the rear of three contiguous row houses that are rented as apartments (the two white ones on the right plus one more to the right not in the picture). The three buildings seem to be rented by the same company and operated as one multiple unit building (each building has at least two units). When the buildings were renovated, the rear was paved over with concrete, eliminating any porous surfaces. (Quite a bit of run off comes off this parking pad when it rains.) Half of the parking lot is a Zip Car rental lot - either a green solution or a rental car company in the alley (probably both). Having three addresses, the operators seem to by-pass DPW regulations that more than 3 units in a building make that building required to use a commercial trash hauler. So they have a lot of DPW trash and recycling containers that are located in one area for all three buildings. Looks like an apartment building to me, but it is not treated as one.

Above is from September, 2009. Car on right is Zip Car.

Often, as above (taken in September 2009), the containers are orderly - other than that there are a lot in one place - 6 or 7 trash, 2 recycling - seems like a lot of containers for one house. As they are meant for 3 houses, at least 6 units, it might not always be enough for all trash generated ........

The above two photos are taken on Saturday, May 22, 2009 - by now garbage containers should be out of the alley and the garbage bags with sideways traffic cone on top should be dealt with. I am not sure but just as much chance that the trash crew on Friday morning didn't take the bags as that the bags were put there after Friday trash pick up. Recycling is overflowing and excess construction trash is on the ground against the fence. While the garbage on the ground is on private property it impacts the alley when it rains and wind blows - there is significant water runoff from this concrete pad, bringing with it trash.

The following pictures show that at best the available containers are unable to contain the garbage and recycling generated by the apartment building.

Furniture disposal is on going at a six unit building -

During the snow storms of February 2010, while garbage piled up, Zip Car was shoveled out and operating.

Trash Tickets

About time........

D.C.'s trash police getting picky on ticketing

Residents and business owners in some of the District's wealthiest neighborhoods are outraged over tickets they've received for up to $1,000 by the city's trash police for having a recyclable item as small as a soda can mixed in with their trash.

For more than a decade, the District's Department of Public Works inspectors have ticketed residents and businesses for mixing recyclable goods with regular trash, not picking up leaves or leaving items too large for a garbage truck on the curb. But over the past several months residents and business owners - many in downtown's Ward 2 - say the Solid Waste Education and Enforcement Program has been hitting them harder than ever before.

"We were issued a $200 citation for not recycling a single can," said Gina Schaefer, owner of Logan Hardware near P and 14th streets, Northwest. "People always dump trash in our [trash bin], we can't control it."

A copy of the citation obtained by The Washington Examiner clearly shows an image of a single aluminum can surrounded by a mess of garbage. A month after Schaefer was ticketed for the can in March, the hardware store was hit with a $150 fine when a neighbor left a couch by the store's trash.

It seems the ticket writers aren't following the laws they're supposed to enforce. District law allows for up to 30 percent of trash to be mixed with recyclable materials.

A DPW spokeswoman did not respond to a request for comment.

Some residents say the fines they've been dealt were unfair. Dupont Circle resident Daniel Lyons said his condominium building was recently fined $1,000 for not having trash in a proper receptacle.

"It came as a surprise," Lyons said. "We didn't know the city had any intention of doing this."

Ward 2 Councilman Jack Evans said his office has been "bombarded" with complaints from constituents, all of them saying the city appears to have stepped up its enforcement measures without any notice. Some, like Schaefer, are turning to Evans for help in fighting the citations.

Evans said he believes his ward is being unfairly targeted.

"I spoke with [DPW Director] Bill Howland and he assured me that's not the case," Evans said. "It certainly appears to be the case to me, though."

Evans said he "agrees with enforcing the law, but they can't be overzealous and issue someone a $200 ticket for having a can" in their trash.

If Schaefer doesn't pay the tickets, she said the city can hold up various business licenses she needs to operate.

"I employ 140 people and would like to be thought of as a good business owner, and not someone who needs to be fined," she said.

Going On Three Months

The garbage can that cannot be emptied continues.

Today is Tuesday - trash and recycling pick up day - so an observation, in chronological order (and yes the white plastic "shroud", hanging over the can is the same shown in the post below on July 8 - five days ago, including a garbage pick up day -

These first three photos above were taken at 7:16am and 7:17am July 13 before garbage or recycling pick up has come through.

This photo is at 10:29am after recycling pick up has come through, but before garbage crew. Note recycling bin over turned (stuff in it in previous photo).

These two photos at 10:56am are after the garbage crew has come through and the mystery shroud has disappeared!!!! Ah, but those three white trash bags that have been there since May 25 - seven weeks ago - are still there!!!!!

The Can That Won't Be Emptied

While I can not offer empirical proof to satisfy the cynic, administrator or those who would say "it's living in the city", my general impression is that the round green garbage "can" with no lid on it in the center area of the picture below has not been emptied since before March 26, 2010 - going on three months!

March 26, 2010 (not sure exact date as calendar function worked wrong but picture is in a download batch from March 26) The can is full - black trash bag is visible.

April 20, 2010 - Three plus weeks later - it might have been emptied but if you look closely, a black garbage bag is still at the top of the can with no lid. This is on a Tuesday - trash and recycling pick up day, before any crews have come through the alley. i hav eheard some DPW people say that the trash/recycling will not get picked up if it is on private property as here where it is all on the lighter colored concrete parking pad.

April 27, 2010 A week later, there is another black trash bag on top of the full can with no lid. This is on a Tuesday.

May 11, 2010 Two weeks later, the bag on top is gone but the black trash bag (and all below) are still there. Tuesday.

Above (blue car on right, silver ahead) was taken May 20, 2010. A week and a half later, looks the same. Tuesday.

May 25, 2010 - white garbage bags appear on top. Tuesday.

Above (blue car on right) is June 6, 2010. Three white garbage bags remain on top of the black bag. Sunday.

Above (black car on right, silver car ahead) is June 15, 2010. Those three white bags are still there 9 days later. Tuesday.

On July 8, 2010 - someone has felt the need to shroud the can in mystery - still full underneath though. Thursday.

Rats Do Eat Plastic

Here are a few examples of rats eating plastic - rats have eaten holes into these garbage and recycling cans to get at food inside. Holes like this tell us that there are regular and consistent food sources in the cans - the cans are being left out with garbage in them for extended days. The recycling can with the rat hole indicates that the recycling materials in this can are often not washed very well - if they had been cleaned the rats wouldn't be eating the plastic to get in.

All the photos are in our alley.
